Fraser Institute annually publishes Economic Freedom of the World, which reports various dimensions of economic freedom across countries every five year since 1970 and annually since 2000. The data is available as Excel sheets.
One dimension is the degree to which the government controls prices, whose 1989 and 1994 data is used by La Porta et al. (2002) and Aghion, Algan, Cahuc, and Shleifer (2009).
