IMF has compiled the data on the degree of regulations in a wide variety of sectors (product and agriculture markets, labor, fiscal, trade, and current account reforms) for 150 countries from 1960 through 2004. See IMF (2008).
Giuliano, Mishra, and Spilimbergo (2009) use this data to estimate the impact of democracy on various reforms.
